Responsibilities:
340B Program Compliance: Ensure the 340B program maintains continuous compliance with all federal requirements, including HRSA and OPA guidance. Monitor ongoing changes in 340B regulations and policies and support updates to Onvida Health policies, procedures, and workflows. Develop and maintain strong internal and external partnerships essential to program success, including accounting, compliance, IT, legal, wholesalers, manufacturers, PBMs, and third‑party administrators (TPAs).
Auditing, Monitoring, and Reporting: Conduct regularly scheduled and ad‑hoc audits of 340B operations, including internal pharmacy audits and contract pharmacy self‑audits. Ensure compliance with 340B requirements related to eligible patients, drugs, providers, and locations. Evaluate patient eligibility in mixed‑use areas and outpatient clinics through review of medical records, insurance plans, and hospital status, as applicable. Coordinate and perform internal audits, external vendor reviews, and HRSA audits, including follow‑up and corrective action planning. Monitor and audit state Medicaid claims activity to prevent duplicate discounts. Analyze and document utilization trends, savings, exceptions, and compliance issues. Develop and maintain reporting tools to monitor 340B utilization, compliance, financial impact, and risk. Prepare and submit required data to third‑party platforms such as 340B ESP and Beacon. Provide scheduled and ad‑hoc reports to pharmacy leadership, administration, and the 340B Oversight Council.
Program Enhancement and Optimization: Identify, evaluate, and implement opportunities for cost savings, operational efficiency, and sustainable program growth. Provide strategic input into the development and oversight of contract pharmacy relationships and outpatient 340B‑eligible services. Engage in optimization of split‑billing and third‑party administrator systems to ensure accurate purchasing and replenishment. Support pharmacy and executive leadership with business planning, financial analysis, and action planning related to 340B services. Participate in interdisciplinary committees, workgroups, and projects to strengthen pharmacy services and 340B integration across Onvida Health.
Purchasing, Inventory, and Supply Chain Management: Review 340B purchasing workflows to ensure compliant, accurate, and cost‑effective procurement practices. Track and reconcile 340B and non‑340B inventory, investigate discrepancies, and request wholesaler credits or rebills when necessary. Analyze purchasing and dispensing data to identify cost‑saving opportunities and ensure appropriate use of 340B savings. Review invoices, shipping activity, and inventory processes to maintain accuracy and transparency.
Contract Pharmacy and TPA Oversight: Review and provide recommendations on 340B‑related contracts, including contract pharmacies and third‑party administrators. Coordinate and monitor contract pharmacy compliance, billing services, and audit processes. Reconcile contract pharmacy claims to vouchers and invoices and resolve discrepancies. Evaluate existing and future contract pharmacy opportunities, ensuring compliant data sharing, appropriate fee structures, and favorable contract terms. Support effective use and optimization of TPA software for mixed‑use and outpatient areas. Maintain eligible provider and physician files within TPA systems.
Minimum Requirements
- Bachelor's Degree
- 4 years of experience in Pharmacy, healthcare operations, finance, or a related field
- Working knowledge of the 340B program strongly preferred
